Zonalinenews-Jakarta Social Affairs Minister Salim Al-Jufri acknowledge the government’s attention to children with disabilities is low. The reason, according to the Minister Salim, the Ministry does not have accurate data on the number of children with disabilities in Indonesia.

“The data we now have still come from the Census of Population in 2010,” said Salim Segaf in his office, Thursday, May 30, 2013.

According to the Population Census of 2010, approximately 1.94% in Indonesian children aged 0 to 14 years bears disability. Salim said it would conduct a survey in 2013 that the results will be discussed jointly by several ministries, namely the Ministry of Health, Ministry of Education and Culture, and the Ministry of Social Affairs.

In addition to holding the relevant ministries, Salim said his priority task after survey results collected are changing the perception of parents of children with disabilities so that they no longer consider the child as a burden. “I’ve found that shackle her parents for 16 years,” he said.

UNICEF Executive Director, Anthony Lake, said accurate data on the number and distribution of children with disabilities is important that proper handling. According to him, this group vulnerable to violence, abuse, and exploitation. “Disability is often used as an excuse for repression,” he said.

Salim said legal protection for persons with disabilities is also weak. According to him, the law has not sided with disabilities. Law No. 4 of 1997 on People with Disabilities, according to him, is still based on the understanding that a person with a disability is not perfect. “The law that created the view that disability is not normal,” he said. Zonalinenews- Jakarta  Menteri Sosial Salim Segaf Al-Jufri mengakui perhatian pemerintah kepada anak penyandang disabilitas masih rendah. Pasalnya, menurut Menteri Salim, Kementerian  belum memiliki data akurat mengenai jumlah anak penyandang disabilitas di Indonesia.

“Data yang sekarang kami miliki masih berasal dari Sensus Penduduk di tahun 2010,” kata Salim Segaf di kantornya, Kamis, 30 Mei 2013.

Menurut Sensus Penduduk tahun 2010, sekitar 1,94% anak di Indonesia usia 0 sampai 14 tahun menyandang disabilitas. Salim mengatakan akan mengadakan survei pada 2013 yang hasilnya akan dibahas bersama oleh beberapa kementerian, yakni Kementerian Kesehatan, Kementerian Pendidikan dan Kebudayaan, dan Kementerian Sosial.

Selain menggandeng kementerian terkait, Salim mengatakan tugas prioritasnya setelah hasil survei terkumpul adalah mengubah persepsi orang tua anak penyandang disabilitas agar tak lagi menganggap anak mereka sebagai beban. “Saya pernah menemukan orang tua yang memasung anaknya selama 16 tahun,” kata dia.

Direktur Eksekutif UNICEF, Anthony Lake, mengatakan data akurat mengenai jumlah dan sebaran anak penyandang disabilitas penting agar penanganannya tepat. Menurut dia, kelompok ini rentan mengalami kekerasan, pelecehan, dan eksploitasi. “Disabilitas sering dijadikan alasan untuk melakukan penindasan,” kata dia.

Salim mengatakan perlindungan hukum bagi penyandang disabilitas juga lemah. Menurut dia, undang-undang juga belum memihak penyandang disabilitas. Undang-Undang Nomor 4 Tahun 1997 tentang Penyandang Disabilitas, menurut dia, masih berdasarkan pemahaman penyandang disabilitas merupakan seseorang yang tidak sempurna. “Undang-undang itu menciptakan pandangan bahwa disabilitas itu tidak normal,” katanya.(tempo.co)
